Payment institution creation — from regulatory dossier to go-live

Full-scope support: regulatory filing, technical architecture, implementation, and supervised launch. Now live and processing transactions under licence.

Context

A fintech wanted to obtain a payment institution licence and launch its services in production. The founding team had domain expertise but not the resources to simultaneously manage the regulatory dossier, technical architecture, and IT team hiring.

Challenge

Structure and deliver a compliant regulatory dossier (PSD2, BCEAO) while building the technical architecture, infrastructure, and payment processing APIs — within a timeline set by the market opening window.

Our approach

How we built it

Dual-track engagement: (1) regulatory dossier support alongside the fintech's legal team — requirements mapping, process and control documentation, preparation for regulatory questions; (2) technical architecture design and implementation — PSD2-compliant payment APIs, partner bank integrations, sovereign cloud infrastructure.
